Parking in Southend is not priced by car park, it is priced by zone, and that single fact explains why the same three hours can cost £8.70 in one street and £3.30 a mile inland. The city is divided into Zones 1 to 4, each split into an A and a B tariff, with the seafront sitting in the most expensive zone of all. This guide sets out what each zone costs in 2026, which car park sits in which zone, where parking is free, and how the Southend Pass changes the maths, with every figure linked back to Southend-on-Sea City Council.

The quick answer

The central seafront is Zone 1, the most expensive parking in the city, and it charges until 9pm, three hours later than everywhere else. If you are staying more than an hour or two, walking in from a Zone 3 car park saves real money: four hours costs £11.30 at Cliffs Pavilion and £4.40 at Leigh Marshes. If you park in Southend more than about ten times a year, the £125 Southend Pass changes the calculation entirely. And there are 14 council car parks that cost nothing at all.

Southend parking charges 2026 by zone

These are the published car park tariffs. Charging hours are 8am to 9pm, Monday to Sunday in Zones 1A and 1B, and 8am to 6pm, Monday to Sunday in Zones 2, 3 and 4, with University Square in Zone 2A the exception at 8am to midnight.

Two seasonal points are worth knowing. From November to January, Zone 1A drops to Zone 1B prices, so winter seafront parking is meaningfully cheaper than summer. And parking is free at every council car park on Christmas Day.

Seafront parking in Southend

Seafront parking is the one most people are looking for, and it is all Zone 1.

Zone 1A, the top tariff, covers Cliffs Pavilion, Fairheads Green, Seaway and Shorefield Road car parks. These are the closest to the pier, Adventure Island and the Cliffs, and they are the reason three hours by the sea costs £8.70 in summer.

Zone 1B is the slightly cheaper seafront band and covers Eastern Esplanade and Thorpe Esplanade car parks. Both open at 7.30am and close at 9.15pm, so they are not somewhere to leave a car overnight without checking the section below.

Because Zone 1 charges until 9pm rather than 6pm, an evening on the seafront is chargeable when the same evening in the town centre is not. The council prices that separately: after 6pm in Zone 1A it is £3.00 for an hour or £5.00 for up to three hours, and in Zone 1B £2.30 for an hour or £5.00 for three hours. At University Square in Zone 2A, where charging runs to midnight, it is £1.40 for an hour or £4.00 for up to six hours.

Three of the beach car parks, Shoebury Common North, Shoebury Common South and Shoebury East Beach, sit in the cheaper Zone 3A but keep seasonal gates: they open at 7.30am and close at 9.30pm from April to September, 7pm from October to March.

Which car park is in which zone

The council publishes the full list with location codes on its car park zones page. In summary:

  • Zone 1A: Cliffs Pavilion, Fairheads Green, Seaway, Shorefield Road.
  • Zone 1B: Eastern Esplanade, Thorpe Esplanade.
  • Zone 2A: Alexandra Street, Clarence Road, London Road North, Pitmans Close, Tylers Avenue-York Road, University Square, Warrior Square. Essex Street is listed as closed.
  • Zone 2B: Ceylon Road, Hamlet Court Road, North Road.
  • Zone 3A: Belton Gardens North and South, Civic Centre North, Civic Centre Underground, Elm Road, Leigh Foundry, Shoebury Common North and South, Shoebury East Beach, Thorpe Bay Broadway, Victoria Wharf High Street.
  • Zone 3B: Baxter Avenue (bays 89 to 107 only), Beecroft Upper, Civic Centre East, Ilfracombe Avenue, Leigh Marshes, North Street, Short Street.
  • Zone 4B: Rayleigh Road.

The two Civic Centre car parks that sit in Zones 3A and 3B, the Underground and the East, are permit holder only Monday to Friday, with charges applying on Saturdays, Sundays and public holidays.

Where parking is free in Southend

Fourteen council car parks carry no charge at all. They are Big Gunners, Cockethurst Recreation Ground, Eastern Esplanade East (Camelia), Eastwood Boulevard, Eastwood Park, Hadleigh Road, Jones Memorial Recreation Ground, Leigh Hill, Pargat, Southchurch Park East, St Laurence Way, Sutherland Boulevard, Uttons Avenue and Victory Sports Ground.

Two of them, Big Gunners and Southchurch Park East, run the same seasonal gate hours as the beach car parks: open 7.30am, closing 9.30pm April to September and 7pm October to March.

The Southend Pass

The Southend Pass is an annual parking pass, and for regular visitors it is the single biggest saving available. It costs £12.50 a month on a recurring subscription or £125 for the year paid in one go, which saves £25.

What it buys is up to three hours of parking in each of Zones 1, 2, 3 and 4, every day, between 8am and 6pm (or 9pm where charging runs that late), plus a separate three hour evening allowance after 6pm in Zone 1 and at University Square. The A and B letters do not create separate zones for the pass, so moving from Zone 2A to Zone 2B does not restart the allowance.

A few rules catch people out:

  • The pass does not activate automatically. You must start a session in the Southend Parking app every time you park, or you risk a Penalty Charge Notice.
  • Anyone can buy one, resident or not, but one pass per customer.
  • One pass can cover more than one vehicle, but the three hours in each zone are shared between them.
  • Unused daytime allowance does not carry over to the evening or the next day.
  • You can top up beyond the three hours in the app or at a machine, at the standard tariff.

Put against the tariff table, three hours in Zone 1A costs £8.70. Used fifteen times a year on the seafront alone, the £125 annual pass has paid for itself.

The commuter discount

Southend Pass holders can also use a capped £6.00 daily rate for parking of five hours or more at three commuter locations: Belton Way West bays, Belton Way East bays and Shoebury East Beach car park. It has to be booked in the app, not at a machine, and park for four hours or less and the standard tariff applies instead. The council describes this as a pilot scheme that may be extended to other locations.

Blue badge parking

The council’s position is straightforward: blue badge holders “displaying their blue badges correctly can park free of charge in reserved parking spaces (where available) or in any regular parking bay in any of our car parks”, per its car park information page. How to pay, and the overnight trap

You can pay at a pay and display machine where one is available, or cashless through the Southend Parking app, Mobon or RingGo. A convenience fee may apply to app transactions. If you cannot use an app at all, the parking team is on 01702 215003.

The detail worth remembering: several Southend car parks are locked overnight. Leaving a car in one after closing is allowed and costs nothing, and you can collect it when the car park next opens. But if you need to get the car out while the gates are shut, there is a £100 unlocking fee, paid on 01702 680 280 using location code 610099, after which you call 01702 215000 to arrange the unlocking.
