Southend council tax bands run from A to H, and which one your home sits in decides a bill that for most households is the largest single payment they make to any public body all year. Southend-on-Sea is a unitary council, so unlike most of Essex there is no county council layer: one authority provides almost everything and takes the bulk of the money. This guide gives the exact 2026/27 charge for every band, shows where each pound goes, explains why Leigh-on-Sea pays more, and covers the discounts worth claiming. Every figure comes from the council’s own published tables.
The quick answer
For 2026/27 a Band D home in Southend pays £2,256.30 a year, or £2,315.69 if it is in the Leigh-on-Sea Town Council area. Band A pays two thirds of the Band D figure and Band H pays double it. The bill rose by 5.11% on the year, made up of a 4.99% increase from the city council (which includes 2% ring-fenced for adult social care), 5.74% from Essex Police and 5.65% from Essex Fire.
Southend council tax by band, 2026/27
Southend is unusual in having only one parished area. If you live in the Leigh-on-Sea Town Council area you pay a small town council precept on top; everywhere else in the city pays the lower figure.

Band D is the reference band. Every other band is a fixed fraction of it, set in law and identical across England, which is why the ratio column above never changes from one council to the next. What changes between councils is the Band D figure itself.
Where your Southend council tax actually goes
Three bodies share the bill, and a fourth if you live in Leigh-on-Sea. Because Southend is a unitary authority, the city council alone provides both the services a district would run, such as bin collections and parking, and the ones a county would run, such as adult social care, children’s services and highways. That is why its share is far larger than a district council’s would be.

The city council’s 4.99% increase is not a single decision. It is 2.99% on the standard council charge plus 2.0% on the adult social care precept, the extra that government allows councils with social care responsibilities to levy without holding a referendum. For scale, the 2025/26 charge of £1,798.74 was itself made up of a £1,516.35 standard charge and a £282.39 adult social care precept.
Across the city that adds up to a total council tax requirement of £138.8m for 2026/27, of which £115.7m is the city council’s unparished requirement, £16.9m goes to Essex Police, £5.7m to Essex Fire and £0.5m to Leigh-on-Sea Town Council.
The small print: levies
A little of the money never reaches the council’s own services. Southend is required to contribute to three outside bodies, and for 2026/27 those levies total £940,000: £692,000 to the Coroner’s Court, £222,000 to Essex Local Flood Defence via the Environment Agency, and £26,000 to the Kent and Essex Inshore Fisheries and Conservation Authority.
Why Leigh-on-Sea pays more
Leigh-on-Sea is the only part of the city with its own town council, and that town council sets its own precept. For 2026/27 it is £59.39 at Band D, up from £53.25, an increase of 11.53%.
That percentage looks alarming next to the others, but the cash difference is £6.14 a year. In absolute terms a Leigh Band D household pays £59.39 more than an identical home in Westcliff or Shoeburyness, which is a little under £5 a month. The town council precept funds very local things, and it is the only element of the bill that varies by address within Southend.
How to check or challenge your band
Bands are set by the Valuation Office Agency, not by the council, and they are based on what your property would have sold for on 1 April 1991, not on what it is worth now. The council makes the point itself: changes in house prices since 1991 are “not likely to be grounds for appeal”.
- To check your band, use the GOV.UK council tax band tool. It shows your band and your neighbours’ bands, which is the single most useful piece of evidence if similar homes on your street sit lower than yours.
- To challenge it, follow the council’s how to appeal against your Council Tax band page, which routes you to the VOA. You never need to pay a company to do this, and a review can move your band down, leave it alone, or in rare cases move it up.
- Billing questions go to the council, not the VOA. The Citizens Access portal handles most account queries without a phone call.
Discounts, disregards and exemptions
Plenty of Southend households pay the full charge when they do not have to. The council groups the reductions into four routes, each with its own page:
- Discounts. The big one is the 25% single person discount, for anyone who is the only adult living in the property as their main home.
- Disregards. Certain people are not counted when the council works out how many adults live in a home, including full time students, apprentices, some carers and people who are severely mentally impaired. If everyone in the home is disregarded, the reduction can be larger than 25%.
- Exemptions. Some properties pay nothing at all, for example homes occupied only by students.
- Reliefs, plus separate Council Tax Reduction if you are on a low income or certain benefits, which cuts the bill itself rather than the number of adults counted.
The charge also runs the other way for empty property. Southend operates an empty homes review, so if a property on your account is genuinely occupied it is worth keeping the council informed rather than waiting for a premium to appear.
